LUIS OSCAR “Carlo” TOLENTINO ELEAZAR is the Local Chief Executive of the Municipality of Tagkawayan, Quezon. He served as a Municipal Councilor for two consecutive terms from 2013-2019, and was elected Municipal Mayor on July 1, 2019.
Prior to becoming a Municipal Councilor, and later, the Mayor of Tagkawayan, he became an Executive Officer for different Agencies and Companies, a Professional Engineer, and a part-time University Instructor.
He earned his Bachelor’s degree in Civil Engineering from University of Sto. Tomas. He later obtained his professional license as an engineer, and pursued Graduate Studies where he took up Master in Business Management in Centro Escolar University and Asian Institute of Management. He attended different professional development programs and seminars in the field of management to continuously improve his knowledge and skills. Two of which are the Project Management Seminar, facilitated by the University of Asia and the Pacific; and the 7th International Management Program (IMEX), hosted by the International Management Institute.
He became a Technical Assistant and Peace Program Officer at the Office of the Presidential Adviser on Rural Development and Office of the Peace Commissioner in 1989-1992; Project Subsidiary Officer of AFP Retirement and Separation Benefits System in 1992-1996; President and CEO of Matrix Realty Development Corporation in 1993-1996; Project Manager at Lexber Incorporated, and the General Manager of CD Molave Home Builders Corporation from 1996 to 2002; Special Executive Assistant at Land Transportation Office in 2003-2007; and Program Manager at Scholarship Department of Southfield Agencies Inc. in 2010-2013.
Additionally, he served as a part-time University Instructor at Southern Luzon State University – Judge Guillermo Eleazar from 2007 to 2013. Teaching, along with his experiences in the field of management and engineering, gave him a chance to acquire a macro view in managing different organizations, and explore different types of leadership.
In May 2019 elections, he won as the Municipal Mayor of Tagkawayan on a platform of community participative way of governance, further announcing his vision for the Municipality to become a “Matatag, Marangal, at Magiliw na Bayan ng Tagkawayan”.
